Abstract
This writing is in the framework of normative legal studies, by examining the settlement of civil cases regarding defense disputes in Merangin Regency. This study uses a statutory approach and a conceptual approach. The statutory approach in this study emphasizes spatial planning in regional development in Merangin District. The analysis technique used is interpreting legislation and literature review related to the issues discussed. The results of the study found that land dispute problems often occur in Merangin Regency because there are many overlapping certificate issuances that occur, old certificates are not mapped onto the land registration map, so that if a new land certificate is registered, it will have an impact on the registered land certificate. new certificate on the old land. Land cases that experience defeat in court are also caused by the inaccuracy of officers when carrying out measurements or research in the field, where the applicant often indicates the location and boundaries of the land are not appropriate.
