Implementation of Merangin Regency Regional Regulation Number 2 of 2019 concerning Implementation of Disaster Management by the Merangin Regency Regional Disaster Management Agency (BPBD)

Abstract

This research aims to find out the implementation and what obstacles there are in implementing Merangin Regency Regional Regulation Number 2 of 2019 concerning the Implementation of Disaster Management by the Merangin Regency Regional Disaster Management Agency (BPBD). Considering that in the last decade there have been frequent natural disasters in Merangin Regency. This research uses a descriptive analytical research method, namely a research method whose aim is to provide a systematic, factual and accurate picture of the facts and relationships between the phenomena being investigated for later analysis. In this research, it was found that the implementation of Regional Regulation Number 2 of 2019 concerning the Implementation of Disaster Management has been implemented well but is still not optimal, because in its duties the BPBD in dealing with disasters in Merangin Regency does not yet have equipment that is in accordance with the standardization regulated in the law, The lack of adequate facilities and infrastructure results in the disaster management process being hampered even though support from the government is always maximum. Meanwhile, the inhibiting factor in implementation is the lack of Human Resources (HR) who do not have a basic understanding of disaster management, inadequate human resources can be an obstacle in the development of BPBD. itself, as well as inadequate facilities and infrastructure will also hinder BPBD's progress in the disaster management process.
