Observing the Legislative Function of DPD

Abstract
This writing is in the order of normative legal studies, with a study of the problems of the Legislation Function of the DPD. The root of the problem lies in strengthening and empowering legislative institutions, particularly the functions and authorities of the Regional Representative Council. The optimization of the DPD aims to provide more space for the ongoing regional autonomy, as well as to strengthen the Indonesian parliament as a representative of the people, so that the concept of people's sovereignty with the separation of legislative, executive and judicial powers runs more efficiently and effectively. DPD was born in the reform era, where the institutional structure of the State was changed according to the spirit of reform that was tempestuous at that time. Born after the amendment to the 1945 Constitution, the DPD is expected to balance the power of political parties in the DPR and as regional representatives in the national government. However, in reality this intention is not followed by the granting of authority that can make the DPD do much for the region it represents, the DPD only has the authority to discuss laws, not to be able to determine.
